Uzr – means to hesitate or make excuses

Here is a couplet by Daagh Dehlvi, with this lafz-

uzr aane mein bhi hai aur bulaate bhii nahiin
baais-e-tark-e-mulaaqaat bataate bhii nahiin

You hesitate to come and you do not call me, either
And you do not tell me your reasons for ending our relationship either.
